In my opinion, the reason for the phenomenon of the Targeted Individual (TIs) and the electronically Targeted Individual (eTIs) may be rooted in a person's past relationships and acquaintances and the person's own struggle against psychopathic personalities in intimate partner associations. Individuals who possess to a high degree or level of sadism rooted in personality disorders. Personalities who seek to control and humiliate the victim through covert, rogue, criminal orchestrations. A few of the main reasons this phenomenon is hard to address and punish is because of its level of secrecy and clandestine operations and, too, its ties to the victim through domestic partnerships, friendships, or close associations. All of which the targeted individual may be dependent upon.
